Step 1:Start off with the photo you want made into a comic cartoon picture.

Step 2:Now go to Filter > Artistic > Cut out and enter the values shown. You can change them about slightly to fit your picture.

Step 3:Now, go to Filter > Artistic > Poster Edges and enter the values as shown. Congradulations, you now have a comic-book pic!
